Kaduna State Emergency Management Agency’s Performance: Issues, Challenges and Panaceas
Abstract
This study examines the performance of the Kaduna State Emergency Management Agency (KADSEMA) in managing disasters and emergencies within Kaduna State. Kaduna State experiences both natural and man-made disasters, including flooding, banditry, ethno-religious conflicts, bomb explosions, and communal clashes. These disasters have resulted in loss of lives, destruction of property, displacement of persons, and disruption of socio-economic activities. Using the ecological theory as a framework, the study assesses whether KADSEMA has significantly improved disaster management in the state. Through qualitative document analysis of secondary data from journals, official reports, NEMA documents, IOM DTM reports, newspaper articles, and policy documents, findings reveal that although the agency was established to complement the National Emergency Management Agency, its operations are largely reactive rather than proactive. Major challenges identified include inadequate funding, poor logistics, weak institutional capacity, limited inter-agency collaboration, and insufficient training for internally displaced persons. The study concludes that while KADSEMA plays a vital role in emergency response, its effectiveness is constrained by structural and operational limitations. It recommends a shift toward preventive and proactive disaster management strategies, improved funding, stronger collaboration with relevant agencies, enhanced public awareness campaigns, and improved logistics and capacity building to ensure better protection of lives and property in Kaduna State.
