Abstract

Procurement and contract management are essential to achieving effective project delivery and public-sector value for money. This paper examines key procurement and contract management processes, including planning, tendering, supplier selection, negotiation, contract execution, performance monitoring, and closure, within the Nigerian public sector. It highlights the legal, ethical, and regulatory frameworks governing procurement decisions and identifies major challenges such as corruption, weak contract administration, supply chain disruptions, and inadequate oversight. The study further demonstrates that effective procurement practices and contract supervision can enhance transparency, accountability, cost efficiency, risk management, service delivery, and value for money. It also considers emerging practices such as e-procurement, sustainable procurement, and digital contract management as mechanisms for improving efficiency and strengthening public procurement systems.
